Overview

After researching, we were unable to locate the building code adoption ordinance. Scott County, VA falls under the jurisdiction of the State of Virginia which adopts the Virginia Uniform Statewide Building Code (VUSBC) (based upon the ICC body of codes). Va. Code Ann. § 36-105.

No amendments to Table R301.2(1) were found in the residential code amendments.

Contacted David Gilmer, Scott County Building and Zoning Official (3/23/2020). After repeatedly informing him that the VUSBC leaves the requirement of ice barriers to local jurisdictions, he continually stated,  "WE USE THE UNIFORM STATE WIDE BUILDING CODE."

Effective 09/04/2018, the state of Virginia adopted the 2015 Virginia Residential Code.

Existing Buildings

Existing buildings, meaning buildings that were built in accordance to code at the time of construction, typically merit extra consideration in a current updated code.

Effective 09/04/2018, the state of  Virginia adopted the 2015 Virginia Existing Building Code (VEBC), with amendments (based upon the 2015 IEBC).

Chapter 11 of the 2015 VEBC provides retrofit regulations.

Appendix J of the 2015 IRC was not included in the 2015 VRC.
